Consultation on Learning Disability Respite Provision
East Dunbartonshire Health and Social Care Partnership (HSCP) is embarking on a review of Learning Disability Respite provision. We want to hear your views on existing and future Respite (Short Break) Services for adults and young people with a learning disability.
We have developed a consultation plan which includes in-person events, taking place during February 2025. In addition, we have set up an online survey and this can be accessed via the links below. There is also the option of completing a printed questionnaire. All survey results can be completed anonymously if preferred.

Why are we undertaking this Consultation?
The HSCP provides a range of respite opportunities, including residential (building-based), community-based and bespoke provision. Our primary residential respite sites, owned by the Council are:
- Twechar Adult Respite – located in Twechar village. This service has operated since 2006
- Buttercups Child and Young Person Respite – located in Bishopbriggs. This service has operated since 2014.
Growing demand for residential respite care often means that people are placed on a waiting list for services. This demand is anticipated to increase, as set out in our refreshed 2024-29 Learning Disability Strategy which can be read on our web page.
In addition, East Dunbartonshire HSCP is experiencing a multi-million-pound funding gap. As a result, all HSCP services going forward, including respite provision, will need to be delivered within the current or a reduced financial envelope.
What we want to achieve
We want to plan the best use of our available funding to ensure that going forward we can deliver respite services in the most outcome-focused and cost-effective way, to as many people as possible. We want to inform our planning by consulting with stakeholders, including those who use our respite services.
You can share your views with us in the following ways:
- We have developed an online survey which can be filled out via Survey 123.
- We are also planning several drop-in sessions across the local authority area, where you can share your views in person. Drop in events will take place as follows:
