East Dunbartonshire HSCP Equalities
East Dunbartonshire Integration Joint Board (IJB) and Health and Social Care Partnership (HSCP) is fully committed to delivering services that are fair for all and uphold our responsibilities as detailed in the Equality Act 2010 and the Equality Act (Specific Duties) (Scotland) Regulations 2012.

The Equality Act 2010 and Equality Act 2010 (Specific Duties) (Scotland) Regulations 2012 hold public bodies accountable for advancing equality and protecting people with a protected characteristic (9 protected characteristics).
We work towards improving outcomes for people living in East Dunbartonshire. We do this along with East Dunbartonshire Council and NHS Greater Glasgow and Clyde, who support us on matters of Equality, Fairness, Health Inequalities and Human Rights. East Dunbartonshire IJB has a legal obligation to pay due regard to meet the need to:
- Eliminate unlawful discrimination, harassment and victimisation and other conduct prohibited by the Act
- Advance equality of opportunity between people who share a protected characteristic and those who do not
- Foster good relations between people who share a protected characteristic and those who do not.
These three elements are referred to as the three ‘needs’ of the general equality duty.
The Fairer Scotland Duty requires IJB’s to actively consider (pay due regard) how they can reduce inequalities of outcome caused by socio-economic disadvantage.
The Equality Act 2010 (Specific Duties) (Scotland) Regulations 2012 lists specific duties which apply to East Dunbartonshire IJB. Firstly, produce and publish an Equalities Mainstreaming Report and secondly, publish Equality Outcomes and progress reports.
Equality Outcomes
Our Equality Outcomes for 2023 – 2027 have been approved by the IJB . The Outcomes outline how the HSCP will meet its obligations under the Public Sector Equality and Fairer Scotland duties.

Equality Mainstreaming
We must also report on how we are mainstreaming equality and progressing towards meeting our outcomes. The most recent report was approved by the IJB in January 2023.

Equality Impact Assessments
An Equality Impact Assessment (EqIA) is an evidence-based approach designed to help organisations ensure that their policies, practices, events and decision-making processes are fair. This is applied at all levels of decision-making, from policies to specific projects. Completion of an EqIA is a legal requirement under equality legislation.
EqIA’s support the IJB to ensure that any major policy or service changes or developments do not discriminate against anyone and that, where possible, equality of opportunity is promoted.
As with all relevant Public Authorities, under the specific duties in the Equality Act, the IJB is obliged to collect and publish information to demonstrate compliance with the General Equality Duty. An equality impact assessment is a systematic and evidence-based tool, which enables consideration of the likely impact of work on different groups of people.
